Don’t buy skavenslaves for queek specifically since clanrats are dirt cheap for HIS army specifically. Since queek buffs and has the strongest stormvermins, you could replace all chaff with them. Most of your damage comes from weapons teams and war machines and monsters, so a few of these types of units should complement your chaff really nicely. They still perform ok vs dwarfs but some Armour piercing or stronger infantry (stormvermin sword and shield) would help a lot. They are amazing vs anything early in his starting area except dwarves. I like to start with some chaff and some warpfire throwers. To be honest, unless you rush karak eight peaks, which I think is impossible, you will adapt your army as you grow. Lorewise, Skaven went to battle with loads of chaff and some elite units, among which some weapons teams for sure.
